Although the "flies" are small, the harm is not small; "Fly greed" swarms, and its harm is like "tiger". According to authoritative media reports: from January to December 2017, 122,100 corruption and work style problems around the masses were investigated and dealt with nationwide, and 159,100 people were handled; In the five years since the 18th CPC National Congress, the national discipline inspection and supervision organs have punished 278,000 village party branch secretaries and village committee directors. Although these "flies" have a low position and a small amount of violation of discipline, they are extremely harmful. Based on the relevant cases, our reporter sorted out four types of "fly greed" harm that happened around the masses.
Involved in black and evil
Some "village tyrants" and clan evil forces and illegal personnel are involved in black and evil. They oppress the masses, manipulate elections and control grassroots political power; A small number of grassroots cadres act as "protective umbrellas" for evil forces and forcibly collect money. These actions have seriously weakened the trust of the grassroots in the party and harmed the vital interests of the masses.
Director of the "best" village
Meng Lingfen is the former village party secretary of Quanqiu 2 nd Village, Daxinzhuang Town, Dingzhou City, Hebei Province. Netizens call her "the director of the most cattle village". In the second village of Quanqiu under Meng Lingfen’s control, villagers have to be fined for giving birth to children, for the dead at home, for getting married, and for building a house. Arbitrary fines have become their "trick" to "manage" village affairs. If the villagers don’t pay the fine, Meng Lingfen will abuse and cut off water and electricity in the loudspeaker, while others will instruct the staff to add sticks.
In August 2016, Dingzhou City Court sentenced Meng Lingfen, the former village director of Quanqiu Second Village, to 20 years’ imprisonment in the first instance on seven charges, including seeking trouble, extortion, intentional destruction of property and occupation of his post. The procuratorate accused Meng Lingfen of 15 criminal facts, and the court’s first-instance judgment was 81 pages long and nearly 50,000 words. Some media use the word "countless books" to describe it.
"Long live" village party secretary
Zhang Jianguo, secretary of the Party branch of Lihe Village, Wuyang County, Henan Province, ran wild in the village. According to the investigation, from 2003 to 2012, Zhang Jianguo and his brother Zhang Jianfang beat and scolded the villagers six times and extorted 60,000 yuan in cash from others twice. In 2005, Zhang Jianguo, then the village director, disagreed with Chai, then the secretary of the village branch, and Zhang Jianguo publicly injured Chai at the "two committees" cadre meeting.

"village bully" bully election

After the "Ma Zi" became village cadres, Guo eventually illegally contracted various village housing projects and illegally bought and sold village housing land, from which he made huge profits.
Act as an "umbrella"
Liu Shaoxiong, former secretary of the Party Working Committee of Shajing Street in Shenzhen, took advantage of his position to accept bribes of nearly 20 million yuan from individuals and companies such as Chen Yaodong and Shenzhen Wan Feng (Group) Co., Ltd., and indulged the underworld organization headed by Chen Yaodong for a long time, making it gradually become a criminal organization that seriously affected the local economic, social and living order.
After wantonly accepting bribes, Liu Shaoxiong not only did not crack down on the evil forces, but also condoned the underworld organization to engage in illegal and criminal activities. Even when mass incidents happened, Liu Shaoxiong used Chen Yaodong’s identity to calm things down.

Corruption and embezzlement
Judging from the cases of "fly greed" investigated and dealt with in recent years, more than 80% of them are cadres, village party secretaries or village directors of grassroots poverty alleviation funds management departments. In the process of using poverty alleviation funds and contracting land, they abuse power for personal gain, and the phenomenon of corruption, misappropriation, embezzlement and private sharing of public funds is very serious.
Set up "acceptance fee" skillfully
It was originally the duty of the Poverty Alleviation Office to check and accept the completion of poverty alleviation projects, but Hao Yong, then director of the Poverty Alleviation Office in zhijin county, Guizhou Province, said: "Subordinates are very hard and leaders need ‘ T-shirt ’ Subordinate. " With his approval, the county poverty alleviation office gives 1000 yuan "acceptance fee" to each of the 13 staff members from the project management fee every year, and he himself is "of course" on the list of distribution personnel. Tang Sheng, a member of the Party Committee of Xupu County, Huaihua City, Hunan Province, and Xia Lixiang, the head of the former medical and political unit, abused their powers and accepted money from others. From 2012 to 2015, according to the opinions of Tang Sheng and Xia Lixiang, the medical administration unit of Xupu County Health Bureau illegally charged relevant medical institutions and personnel a total of 405,600 yuan, set up a "small treasury" and shared it privately.
