Announcement on the recruitment of civil servants in the examination of organs and units at all levels in Hangzhou in 2023
In order to meet the needs of government agencies and units at all levels in the city to supplement civil servants (including the staff of government agencies and units managed according to the Civil Service Law, the same below), according to the relevant provisions of the Civil Service Law and the Implementation Measures for the Recruitment of Civil Servants in Zhejiang Province, the Municipal Civil Service Bureau will organize and implement the recruitment of civil servants at all levels in the city in 2023. The relevant matters are hereby announced as follows:
I. Recruitment Plan
In 2023, the government agencies at all levels in the city plan to recruit 859 civil servants. The specific recruitment units, positions, numbers and qualifications for applying for the exam can be found on the following websites from November 6, 2022:

Second, the scope, objects and conditions of recruitment
(a) the scope and object of recruitment
1, in accordance with one of the following circumstances, you can apply for organs and units at all levels in Hangzhou:
(1) Persons with bachelor degree or above;
(2) Students with college education or household registration in Hangzhou (subject to the household registration location on November 11, 2022).
The source of students refers to the place where they registered when they were admitted to colleges and universities after the college entrance examination.
2. The recruitment targets of township (street) agencies for service-oriented grassroots project personnel are: those who have participated in the project of "Selecting College Graduates to Work in Villages (Communities)" in our province (hereinafter referred to as college students "village officials") for more than two employment terms, and have been qualified in the annual assessment over the years, and have been away from work for less than three years; College graduates and retired soldiers who have served in the army for five years share the recruitment plan for service-oriented grassroots project personnel in township (street) organs.
Retired military personnel of college graduates refer to: those who joined the army after graduating from college or above in ordinary colleges and universities and are now retired; A person who is admitted to an ordinary university or served in the army during his study, and continues to study after retirement and obtains a diploma of college or above.
The staffing personnel who share the recruitment plan for service-oriented grassroots project personnel of township (street) organs are: township staffing personnel who have been employed in Chun ‘an County for five years and have passed the annual assessment (at least one year is excellent) (including township institutions stationed by county-level organs, excluding schools and hospitals).
3. The scope and objects of recruitment for outstanding village cadres by township (street) organs are: those who have been elected as current village party organizations and village committees (hereinafter referred to as village "two committees") for two consecutive years or have been members of the current village "two committees" for more than three consecutive years (in line with the scope and objects of recruitment for grassroots project personnel by township (street) organs) cannot apply for the examination. Before the change of village-level organizations, they have served as the chief of the village "two committees", and after the change of the village party organization secretary and the village Committee director, they are appointed as the deputy secretary of the village party organization and the deputy director of the village Committee. The time of serving as the deputy of the village "two committees" after the change can be included in the calculation of the time of serving as the chief of the village "two committees" continuously. Those who serve as village cadres during their full-time study in ordinary colleges and universities are not included in their tenure.
4. The scope and object of recruitment for outstanding community cadres by township (street) organs are: the current community party organizations and neighborhood committees (hereinafter referred to as the "two committees") within the administrative area of the district, county (city) where they are located and who have served continuously for more than 2 years.
5. The scope and targets for the township (street) organs to recruit full-time people’s armed cadres are: college graduates, retired soldiers and graduates of People’s Armed Forces College who are born in Hangzhou and have permanent residence in Zhejiang Province.
(2) Recruitment conditions
Applicants should meet the following conditions in addition to the basic conditions required by the Civil Service Law and the Regulations on the Employment of Civil Servants, the qualifications required for applying for positions, and the above-mentioned provisions on the scope and objects of recruitment:
1, the age of 18 to 35 years old (November 12, 1986 to November 2004
Born on November 11th, the same below), fresh graduates (non-in-service) with a master’s degree or above from colleges and universities in 2023 are 18 to 40 years old (born from November 12th, 1981 to November 11th, 2004, the same below).
2. Those who apply for the positions of outstanding village cadres in township (street) organs, who currently hold the positions of "two committees" in the village, and who held the positions of "two committees" in the village before the change of village-level organizations, and who were appointed as the deputy secretary of the village party organization and the deputy director of the village Committee after the change of the village party organization, are 18 to 40 years old and have a nationally recognized secondary school or high school education. Other personnel are required to be 18 to 35 years old and have a college degree or above recognized by the state.
3. Those who apply for full-time people’s armed cadres in township (street) organs are required to be 18 to 30 years old (born from November 12, 1991 to November 11, 2004, the same below).
4. Those who apply for the positions of people’s police in courts, procuratorates, public security and judicial administrative systems are required to be 18 to 30 years old. In 2023, fresh graduates with a master’s degree or above in ordinary colleges and universities (part-time) apply for the positions of people’s police, and they are 18 to 35 years old.
Those who apply for the positions of forensic medicine (prison doctor) in public security organs, prison medicine and psychological correction in the people’s police of the judicial administrative system are 18 to 35 years old.
5. Applicants for positions in the Communist Youth League at all levels are required to be 18 to 28 years old (born between November 12, 1993 and November 11, 2004).
6, apply for township (street) organs for outstanding community cadres, the requirements of the age of 18 to 40 years old, with a nationally recognized college degree or above.
7, in addition to special positions, apply for municipal authorities and units, must have more than 2 years of grassroots work experience.
8. Those who apply for legal positions in courts and procuratorates at all levels should have a bachelor’s degree or above in an ordinary university. Those who apply for the positions of assistant judges and prosecutors must pass the national unified legal professional qualification examination or the national judicial examination, and obtain the A-class certificate of legal professional qualification (those who obtain the C-class qualification certificate are limited to applying for minority autonomous areas); If the scores of objective questions in the 2022 national unified legal professional qualification examination have reached the qualified score line, you can apply first.
Those who have passed the higher education self-study exam and the adult higher education diploma exam must obtain the graduation certificate (degree certificate) before the end of February 2023.
Third, the recruitment process
Registration, preliminary qualification examination and payment are conducted through the internet.

Applicants should carefully read the letter of commitment of good faith, fill in the relevant information truthfully, accurately and completely according to the job requirements and the tips of the registration website, and upload their recent photos processed by the "photo review and processing tool" provided by the official website.
Before 17: 00 on November 13th, applicants can check the positions where the proportion of applicants is less than 1:8 or more than 1:80 on Zhejiang Civil Service Examination Recruitment Network. Each person can only apply for one position. After the applicants register, the recruitment agency will conduct a preliminary qualification examination on whether they meet the qualification conditions.
Those who pass the preliminary qualification examination can no longer apply for other positions; Those who fail can register again within the registration time and accept the preliminary qualification examination.
Those who apply for special positions for the disabled should fill in their identity and disability certificate information on the registration website, and the Municipal Disabled Persons’ Federation will review and confirm that they have passed, then register and choose a position to register.
(2) Payment confirmation

(3) Download and print the admission ticket.

(four) written time and subjects
The written test time for public subjects is December 17, 2022. The perfect score for each subject is 100. Specifically:

To apply for the position of people’s police in courts, procuratorates, public security and judicial administrative systems, you must take the written examination of public subjects and the Psychological Assessment, which will be held from 9: 00 am to 9: 50 am on December 18, 2022. The evaluation results are not converted into scores, and are not included in the written test scores. Only whether they meet the standards or not is judged. Those who fail to meet the standards cannot enter the follow-up links.
Those who apply for law enforcement service positions in public security organs must also take a written examination of public security professional subjects, with a total score of 100 points. The written test time is from 10: 30 am to 12: 30 am on December 18, 2022.
Those who apply for institutions at or below the city level in Hangzhou will take the examination in Hangzhou or the districts and counties (cities) under their jurisdiction. Those who apply for special positions for the disabled can choose the examination place when registering.
The specific examination time, subjects and places can be found in the admission ticket. Applicants must take both the admission ticket and the second-generation ID card to take the exam.
The scope of this examination is subject to the Outline of Public Subject Examination for Civil Servants in Zhejiang Province in 2023 and the Outline of Written Examination for Professional Subjects of People’s Police Positions in Public Security Organs in 2023. The examination outline can be downloaded from Zhejiang Civil Service Examination Recruitment Network.
(five) plus points and delimit the written test scores.
The total written test score is the sum of the original scores of the two subjects (the test scores are accurate to 2 decimal places). Those who apply for the positions of law enforcement service in public security organs synthesize the total written test scores according to the proportion of 40%, 30% and 30% of the administrative professional ability test, application and public security professional examination results respectively. For the current "two committees" in the village (subject to the position at the time of registration) who apply for the position of service-oriented grassroots project personnel and outstanding village cadres in township (street) organs, the total written test score will be added 10 points.
After the written examination of public subjects is screened according to the regulations, the qualified scores of written examination results of public subjects in various positions shall be uniformly delineated by the Provincial Civil Service Bureau. Public security law enforcement service positions are divided into qualified scores according to the total written test scores of administrative professional ability test, application and public security professional subjects. The qualified scores for minority recruitment positions are delineated separately.
(six) to determine the physical fitness assessment, interview object.
According to the total written test scores of each recruitment position, the recruitment agency determines the physical fitness assessment and interview targets among qualified personnel from high score to low score according to the prescribed proportion.
1. The interviewees are determined by 1:3 for positions with less than 2 candidates in the recruitment plan, and by 1:2 for positions with more than 3 candidates in the recruitment plan. The positions of assistant judges and prosecutors at all levels shall be implemented in accordance with the above provisions.
The township (street) organs shall determine the interviewees according to the ratio of 1:3 for the positions of outstanding village cadres and service grassroots project personnel.
2, public security, courts, procuratorates, judicial administration and other units of the people’s police positions and administrative law enforcement positions in the comprehensive law enforcement position according to 1:4 to determine the physical fitness assessment object (including recruitment plans for more than 3 positions according to 1:3 to determine). If the evaluation object gives up or does not attend at the specified time and place, it will not be replenished. After the physical fitness assessment, the recruitment agency will determine the interviewees from high scores to low scores according to 1:3 (including 1:2 for more than 3 positions in the recruitment plan).
Township (street) organs recruit full-time people’s armed cadres, and determine the physical fitness assessment targets and interview targets with reference to the above-mentioned people’s police positions and methods.
If there is insufficient proportion in the above 1 and 2, it shall be determined according to the actual number of people.
(7) Qualification review
Before the interview or physical fitness assessment, the competent departments of civil servants at all levels shall organize the recruitment units to carry out qualification review. Those who pass the qualification review will participate in physical fitness assessment or interview.
At the time of qualification review, the fresh graduates of ordinary colleges and universities in 2023 should provide the employment recommendation form issued by the school, the National Employment Agreement for Ordinary College Graduates issued by the Student Department of the Ministry of Education (universities outside the province can hold the Employment Agreement for Ordinary College Graduates issued by the provincial education administrative department), the household registration book (or the page of the household registration book printed with my household registration information), the ID card and the original and photocopy of other documents (certificates) required for applying for positions; Social workers (including college graduates in 2021 and 2022) should provide their ID cards, household registration books (or household registration book pages printed with their household registration information), graduation certificates, degree certificates and other certificates (certificates) required for applying for positions. In 2023, if the fresh graduates of ordinary colleges and universities are unable to provide the employment agreement due to reasons such as school reasons or unit signing and sealing, I will provide a written explanation.
In addition to the above requirements, the following personnel also require the original and photocopy of relevant certificates:
Overseas students should provide overseas academic qualifications and degree certificates issued by the China Study Abroad Service Center of the Ministry of Education;
College students "village officials" should provide certificates issued by the county-level organization department of the service place that they have served for two years or two terms of employment, and that they are qualified and whether they are in service posts; Participants in the "College Students’ Volunteer Service Western Plan" should provide the "College Students’ Volunteer Service Certificate" issued by the National College Students’ Volunteer Service Western Plan Project Management Office and the "College Students’ Volunteer Service Western Plan Recruitment Agreement" signed with the provincial project office; Participants in the "College Students’ Volunteer Service Plan for Mountainous Areas, Islands and Remote Areas" (the original "College Students’ Volunteer Service Plan for Underdeveloped Areas") shall provide the "Volunteer Service Certificate" issued by the Project Management Office of Zhejiang College Students’ Volunteer Service for Mountainous Areas, Islands and Remote Areas;
The staff who share the recruitment plan of service-oriented grassroots project personnel in township organs shall provide the "Recommendation Form for Registration of Township Civil Servants for Examination of Township Staff";
College graduates and veterans who apply for full-time people’s armed cadres in township (street) organs should provide certificates of retirement from active service;
Participants in the 2022 national unified legal professional qualification examination must provide a notice of subjective results of the 2022 national unified legal professional qualification examination issued by the municipal judicial administrative department or downloaded and printed from the website of the Ministry of Justice.
Within 48 hours before the start of the qualification review, if the applicants confirm that they will not participate in the qualification review, the relevant positions will not be filled.
Those who fail to participate in the qualification review at the specified time and place or fail to pass the qualification review cannot participate in the interview (physical fitness assessment), and the relevant positions will not be filled.
(8) Physical fitness assessment
Physical fitness assessment must be carried out to apply for comprehensive law enforcement positions in the people’s police and administrative law enforcement positions. Among them, the people’s police position requires 10 meters ×4 round-trip running, vertical jumping and touching the height, and men’s 1000-meter running (women’s 800-meter running) all meet the standards. The items and standards of physical fitness assessment of comprehensive law enforcement positions in administrative law enforcement positions are implemented with reference to the positions of the people’s police.
Physical fitness assessment shall be organized and implemented by the local competent department of civil servants in conjunction with local courts, procuratorates, public security, judicial administration and urban management departments.
The physical fitness evaluation of full-time people’s armed forces cadres shall be organized and implemented by the provincial military region. Physical fitness evaluation items and scoring standards shall be implemented according to the Performance Standards for Physical Fitness Evaluation Items of Full-time People’s Armed Forces Cadres Employed by Township (Street) Organs in Zhejiang Province, and all three items are required to meet the standards.
(9) Interview
The interview is organized and implemented by the municipal competent department of civil servants. If the finalists give up the interview qualification, the relevant positions will not be filled. The interview score is 100 points, and the qualified score is 60 points. Those who fail the interview cannot be included in the physical examination and investigation.
(ten) to determine the physical examination and inspection object.
After the interview, the total written test score and interview (total) score are converted into a percentage system respectively, and the total score is synthesized according to the written test score accounting for 40% and the interview score accounting for 60%.
The formula for calculating the total score is:
Total score = written test score (percentile) × 40%+interview score (percentile) ×60%.
According to the total score (if the total score is equal, the highest score in the written test is ranked first; If the total score of written test is equal again, the one with the highest score in the administrative professional ability test is ranked first, the same below). From high score to low score, the physical examination object is determined according to the 1: 1 of the recruitment plan. After the physical examination, the subjects will be determined from high score to low score according to 1: 1.
(eleven) physical examination and inspection.
The physical examination work is organized by the competent department of civil servants at or above the municipal level and implemented by all recruitment agencies; District, county (city) and the following organs and units shall be organized and implemented by the local competent department of civil servants in conjunction with the recruitment organs and units. The physical examination shall be carried out in accordance with the Notice on Revising the General Standard for Physical Examination of Civil Servants (Trial) and the Operating Manual for Physical Examination of Civil Servants (Trial) (No.140 [2016] issued by the Ministry of Human Resources and Social Security), the Notice on Printing and Distributing the Special Standard for Physical Examination of Civil Servants (Trial) (No.82 [2010] issued by the Ministry of Human Resources and Social Security) and Further Work. Applicants who fail to attend the medical examination at the prescribed time and place shall be deemed to have given up the medical examination.
The inspection shall be carried out in accordance with the Measures for the Inspection of Civil Servants (Trial) (Zhong Zufa [2021] No.11), and the personnel who apply for the positions of people’s police in public security and judicial administrative systems at all levels shall also be carried out in accordance with the Measures for the Political Inspection of People’s Police Employed by Public Security Organs (Gong Tong Zi [2020] No.11).
The inspection period generally does not exceed 60 days, counting from the date when the list of inspection objects is publicized. The conclusion of the investigation is divided into "qualified" or "unsuitable for employment as a civil servant". After the shortlist is publicized and before the recruitment registration formalities, if the relevant personnel give up their qualifications, they will be recorded in the integrity archives of civil service examination in Zhejiang Province.
The results of the investigation are only used as the basis for whether to recruit this time.
(12) Publicity and employment
According to the examination results, physical examination results and investigation, the recruitment agency determines the list of candidates to be hired and publicizes it on the Zhejiang Civil Service Examination Recruitment Network for 5 working days. The positions recruited by the organs below the county level for serving grassroots project personnel and outstanding village (community) cadres shall be publicized by the competent department of civil servants at the county level for 5 working days in the district, county (city), township (street) and village (community) where the personnel to be hired are located.
After the expiration of the publicity period, if there is no reflection or problem that does not affect the employment after investigation, the recruitment agency shall go through the formalities for approval of employment. Those who reflect the problems affecting employment and find evidence will not be employed; If it is difficult to verify the problems reflected at the moment, the employment can be suspended, and then whether to hire or not can be decided after the investigation.
In 2023, if the fresh graduates of ordinary colleges and universities can’t provide the relevant supporting documents and other materials such as academic qualifications and degree certificates required for the entrance examination to the recruitment agency before September 30, 2023, they will be disqualified in principle.
Applicants who fail to provide the relevant certification documents and other materials required for the application within the specified time, and who give up or cancel the employment qualification before the issuance of the employment examination and approval documents, shall be replenished by the recruitment agency in turn from high score to low score among the qualified candidates in the corresponding job interview. If the approved employee fails to report for duty within the time limit without justifiable reasons, or if he gives up the employment, or if he finds that he does not meet the qualification and employment conditions, the employment will be cancelled and no replacement will be made.
The list of people who have participated in physical fitness assessment, interview, physical examination, inspection and replacement is published on the Zhejiang Civil Service Examination and Employment Network.
After the recruitment examination and approval materials are submitted, if the personnel to be hired give up or fail to report within the time limit without justifiable reasons, the employment qualification will be cancelled and they will not be allowed to apply for civil servants in Zhejiang Province within 2 years.
If the recruitment announcement of civil servants in Zhejiang Province was issued the following year, it will not be made up.
Fourth, the special recruitment of 26 counties in mountainous areas
In 2023, Zhejiang Province will organize the special recruitment of civil servants in 26 counties and institutions in mountainous areas, and plans to launch special recruitment positions after the interview of the four-level joint entrance examination for civil servants in the province. Those who apply for the CET-4 and written examination of civil servants in the province in 2023 have the same subject category as the special recruitment requirements, and those who have passed the written examination of public subjects can apply.
Special recruitment announcements, positions and related matters will be published on the Zhejiang Civil Service Examination and Employment Network.
V. Matters needing attention
(1) The examination of assistant judges and prosecutors shall be conducted in accordance with the Implementation Opinions on Recruiting Assistant Judges of People’s Courts and Assistant Prosecutors of People’s Procuratorates issued by committee of cpc zhejiang provincial committee Organization Department, Zhejiang Higher People’s Court and Zhejiang People’s Procuratorate (Zhejiang Group [2016] No.33).
(two) as of November 11, 2022, the personnel whose household registration is still in the process of migration shall not apply for positions with restrictions on household registration. Please confirm your settlement when you register and fill it out truthfully.
(three) applicants must register before registration, and register after registration. Applicants must register with the second-generation ID number. When taking the written test, you must bring both the admission ticket and the second-generation resident ID card.
(four) all the registration information and materials submitted by the applicants in the process of preliminary examination and review shall be true, accurate and effective. Anyone who provides false information and materials to qualify for the examination, or intentionally conceals his true situation, will be disqualified from the examination or employment once verified.
(five) the establishment of a file card for poor families and urban residents, in 2022.
Before 17 o’clock on November 19, 2008, I will submit my ID card and my county-level civil affairs (poverty alleviation)
The poor certificate or low guarantee issued by the department shall be submitted to the Personnel Examination Institute of Zhejiang Social Insurance and Employment Service Center by fax or e-mail (tel: 0571-88396765, fax: 0571-88396652, e-mail: zjks01@126.com), and the examination fee shall be exempted after examination.
(6) If the number of confirmed payment is less than 3 times of the recruitment plan, the recruitment plan will be reduced or cancelled as appropriate, and such plans will be published on the Zhejiang Civil Service Examination and Employment Network. If the recruitment position is cancelled, candidates can change to other positions within 24 hours after receiving the notice. Because of the examinee’s own reasons, if he can’t contact normally or fails to change the newspaper after receiving the notice, he will be deemed to have given up the right to change the newspaper and refunded the examination fee. Specially designed recruitment positions for the disabled and some special positions may appropriately reduce the proportion of examinations, and positions for ethnic minorities are not limited by the proportion of examinations.
(VII) According to the Notice of the Ministry of Human Resources and Social Security, the Ministry of Public Security and the State Civil Service Bureau on Printing and Distributing the Items and Standards of Physical Fitness Assessment for Public Security Organs (No.48 [2011] of the Ministry of Human Resources and Social Security), if one of the three items of physical fitness assessment fails to meet the standard, it shall be deemed as unqualified. In the evaluation, the vertical jump is not more than 3 times, the 10 m× 4 round trip is not more than 2 times, and the 1000 m (800 m) is only tested once.
(eight) the identification and handling of examination violations, in accordance with the Central Organization Department, the Ministry of Human Resources and Social Security "Measures for the Handling of Civil Servant Recruitment Violations" (Zhongzufa [2021] No.12).
(9) Applicants who have objections to the relevant contents published and publicized on the Zhejiang Civil Service Examination Recruitment Network may report to the local civil service authorities or recruitment agencies within 5 working days from the date of publication and publicity.
(10) The following acts are involved in the civil service recruitment examination: intentionally damaging the examination paper, answer sheet and answer sheet, or taking the examination paper, answer sheet and answer sheet out of the examination room; Plagiarism and assistance in plagiarism; Take the exam with fake documents; The use of communication equipment or electronic equipment with calculation and storage functions is prohibited; Collusion or organized cheating; It will be published on Zhejiang Credit Online if someone else takes the test or takes the test as an impostor.
