Hainan island and the free trade port have long had a fate.
Hainan is the largest special economic zone in China, which has the unique advantages of comprehensively deepening reform and testing the highest level of opening policy, while the free trade port is the highest level of opening form in the world today.

The related experiments in China started from the Pilot Free Trade Zone.
In October 2014, in China’s first Pilot Free Trade Zone — — One year after the establishment of the Shanghai Pilot Free Trade Zone, General Secretary of the Supreme Leader pointed out that the experience gained by the Shanghai Pilot Free Trade Zone is the seeds that we have cultivated in this experimental field. We should sow and spread these seeds in a wider range and blossom and bear fruit as soon as possible.
In 2017, the report of the 19th National Congress of the Communist Party of China proposed to give the pilot free trade zone greater autonomy in reform and explore the construction of a free trade port.

On April 13, 2018, Hainan Province celebrated its 30th birthday. On this day, the General Secretary solemnly announced at the celebration of the 30th anniversary of Hainan’s establishment of a provincial special economic zone that the CPC Central Committee decided to support the construction of a free trade pilot zone in Hainan Island, and to support Hainan in gradually exploring and steadily promoting the construction of a free trade port with China characteristics, and establishing a free trade port policy and institutional system step by step.
Building a free trade port in Hainan is a major event in the process of China’s reform and opening up in the new era, which has given Hainan Special Economic Zone a new mission of reform and opening up.
Top-level design of strategic decision
What kind of Hainan Free Trade Port to build and how to build it? General Secretary of the Supreme Leader personally planned, personally deployed and personally promoted.
On April 13, 2018, on the day officially announced, the General Secretary pointed out that the construction of a free trade port in Hainan should reflect the characteristics of China, conform to the national conditions of China, conform to Hainan’s development orientation, and learn from the advanced management methods and management methods of international free trade ports.
Half a year later, the General Secretary presided over the fifth meeting of the Central Committee for Comprehensively Deepening the Reform, deliberated and adopted a number of reform documents related to the construction of Hainan Free Trade Port, and demanded to improve the policy system, do a good job in compiling various implementation plans, and set up four beams and eight pillars as soon as possible.

In 2020, the Central Committee of the Communist Party of China and the State Council issued the Overall Plan for the Construction of Hainan Free Trade Port. The General Secretary made important instructions on the construction of Hainan Free Trade Port, demanding that the system integration and innovation be placed in a prominent position, emancipating the mind, boldly innovating, and launching one mature project, which will be stable and far-reaching.
The implementation scope of Hainan Free Trade Port covers the whole island of Hainan Island. By 2025, a free trade port policy system focusing on trade freedom and investment freedom and convenience will be initially established. By 2035, it will become a new highland of China’s open economy, and a high-level free trade port with strong international influence will be fully built by the middle of this century.
Take root for a long time
Since the CPC Central Committee made a major strategic decision to build a free trade port in Hainan, the central government and relevant state departments and Hainan Province have paid close attention to implementing the early policy arrangements, laid a solid foundation for the construction of a free trade port with the spirit of nailing nails, and achieved important results in stages.
At present, the policy framework system of "four beams and eight pillars" has been initially established. Last June, the People’s Republic of China (PRC) Hainan Free Trade Port Law was promulgated and implemented, which made a series of institutional arrangements for the construction of Hainan free trade port at the national legislative level, and the first batch of 15 free trade port laws and regulations have been formulated. Special measures to relax market access and some measures to liberalize and facilitate trade have been introduced one after another, and the number of landing policies for free trade ports has reached more than 150. At present, preparations for the island-wide closure of Hainan Free Trade Port have also been fully launched.
